A new plan by the White House to address the US affordable housing crisis includes an outline for reviving America’s production of manufactured homes, which briefly dominated the housing market in the 1960s. The proposal would expand financing options and ease regulations to make modular and prefabricated homes — including backyard flats and other accessory dwelling units — easier and cheaper to build.
Potentially up for review is a requirement that manufactured homes be delivered with a chassis, even if they are built in place permanently — a rule in the national code that made it difficult for manufacturers to build housing at scale. Changes to such regulations may not be revolutionary, experts tell Kriston Capps, but even a modest increase in production could make a big difference.
