School board to hold hearings on bullying, Civics, parental access - The North Platte Bulletin

The North Platte school board will hold three public hearings late Monday afternoon about policies on bullying, American civics instruction and parental rights to be aware of and involved in their children’s education.

The hearings will start at 5:30 p.m. Monday at the McKinley Education Center, 301 West F St. in North Platte.

The state legislature requires annual review of the school district’s policy on bullying prevention, response and education.

Nebraska statute defines bullying as “an ongoing pattern of physical, verbal or electronic abuse.” The district policy states the no bullying complaints will be ignored.

Bullying may result in suspension, expulsion, mandatory reassignment, and discipline to the extent permitted by law, the policy says.

The district has a three-page reporting form.

Regarding parental rights, the district’s written policy says that “parents/guardians will be provided access, as described in district procedures, to district-approved textbooks and other curricular materials and tests.

It says that parents/guardians are permitted, within district procedures, to attend and observe courses, assemblies, counseling sessions, and other instructional activities.

Parents/guardians are permitted, within district procedures, to ask that their children be excused from school experiences that parents find objectionable, among other provisions of the policy.

Regarding American Civics, State law 79-724 requires the school board to have a subcommittee on American Civics. The law states that every citizen should be knowledgeable of our nation’s history, government, geography, and economic system.

“The youth in our state should be committed to the ideals and values of our country’s democracy and the constitutional republic established by the people,” the statute says.  

Also, the school district’s top administrators note in the agenda that state statutes 79-719 to 72-723 defines multicultural education as studies relative to the culture, history, and contributions of African Americans, Hispanic Americans, Native Americans, and Asian Americans. Special emphasis shall be placed on human relations and sensitivity toward all races.

In the regular meeting after the public hearings, the board is also expected to approve the sale of the Lake elementary modular classroom building to Hershey public school for $20,000.

Also, the board is set to approve new roofing membranes at Buffalo Elementary. Bids were taken for five separate sections. Weathercraft Roofing was the only bidder. The total is $234,593. Money in the district’s building fund will pay for the new roofs, Finance Director Stuart Simpson said.
